Welcome to Microsoft answers.

Quickcam

What exactly happens when you connect the Quickcam?
Do you get any error message?

I suggest you to check in device manager if the webcam is detected or does it state unknow device in the device manager.
There are no drivers released by Logitech Quickcam Pro 4000 for Windows 7, I suggest you to download the latest drivers from manufacturer’s website and install it in Windows Vista compatibility mode and check if it helps. Make sure that the Security software is disabled while downloading the drivers.

Here is the link for drivers.

If you cannot install a program, insert the installation disc for the program and, using the troubleshooter, browse to the program's setup file, usually called Setup.exe, Install.exe, or something similar. The troubleshooter is not designed to work on programs that have an .msi file name extension.
